Law enforcement fight surge in scrap metal thefts

Wells County Sheriff Monte Fisher is asking for the public's help to put a stop to a recent surge in scrap metal thefts. He urged anyone who sees suspicious activity in their neighborhoods to call the Wells County Sheriff's Department at 824-3426.

National Insurance also offers the following advice about scrap metal theft:

Wily thieves use a variety of methods to locate and steal metals. Some pose as renovation contractors while stripping copper from vacant homes. Others use a buddy method for stealing empty, stainless steel beer kegs, with one person driving a getaway truck and the other grabbing the kegs. A few resourceful criminals have used Google Earth to identify large amounts of metal (such as spools of wire) stored outdoors.

Regardless of the method, the cost of metal theft to business owners nationwide is staggering. The U.S. Department of Energy estimates that losses from copper theft alone cost the U.S. economy about $1 billion a year.

The best defense is to prevent metal theft at the source. Consider these measures to reduce your risk:

Install a security camera with video recorder and keep recordings for a sufficient period.
Secure all equipment in locked buildings, or in well-lit areas secured by fencing. Better yet, use a perimeter security system with contact alarms or motion detectors, or install a 6-foot perimeter fence with barbed wire at the top (as allowed by local rules, regulations or standards) and gates with locks to avoid theft of common scrap metals, such as copper, nickel, stainless steel and others.
Post “No Trespassing” placards around the property or signs indicating the presence of a surveillance or security system to deter thieves. Even with non-active systems, these signs tend to discourage some instances of metal theft.
Remove access to buildings and roofs. Eliminate items that allow for easy entry to buildings, such as trees, ladders, scaffolding, dumpsters and accumulated materials such as pallet piles.
Secure your building access with deadbolts, and door and window locks.
Trim or remove shrubbery or other landscaping that allows criminals to hide from view on your property.
Mark metals with the company’s name using paint, hard-to-remove decals or engraving equipment.
Make sure someone is present when supplies such as copper wiring or pipe are delivered at a job site so the materials can be immediately secured.
Don’t receive supplies earlier than you need them. The longer metal is onsite and unused, the longer it’s at risk of theft.
Develop a relationship with local law enforcement. Ask for their guidance in preventing metal theft at your business and what to do in the event a theft occurs.
Increase lighting outside, and protect fixtures (such as AC units) with locked metal cages.
Create a master list of all of your equipment and bulk metal (if applicable) and include pictures. Providing the list to your agent and the authorities might help in recovering the items.
Talk with your insurance agent. Make sure you have adequate insurance to cover metal theft, and be sure to update your agent as your business changes. For example, if your building becomes partially or fully vacant, your coverage may change without you realizing it.

If a metal theft does occur, call the police immediately so that local recyclers and scrap dealers are alerted. Be sure to preserve the crime scene, including tire tracks, shoe tracks and fingerprints. This evidence could be used to help prosecute the thieves if they are caught.

N-B Video: NWCS school board approves pursuing $14.9 million renovation

Taxpayers within the Northern Wells school district will now vote for or against $14.9 million in renovations during this May’s primary elections, after school board members Tuesday unanimously approved renovating high school classrooms, upgrading the ventilation system and more.

The project, if approved on the May ballot, will increase the tax rate by 17.72 cents for ever $100 in property value, estimated Jim Elizondo, a financial consultant for the district.

Under that rate, a homeowner with a $100,000 home will owe approximately $52 more a year — or $4.33 a month.

Norwell renovations could increase taxes for district

Northern Wells school taxpayers will pay about 10 to 26 cents more per $100 in assessed valuation in 2013 if school board members and taxpayers support one of three school renovation packages discussed at the Tuesday, Jan. 17, meeting.

These rates — and their subsequent totals —vary depending on how the school board pays back the bonds.

If board members pursue the “traditional” option, a financial adviser said, they would pay off the bonds in level increments between 2013 and 2032, like a typical mortgage payment, which would increase the tax impact by about 17 cents in 2013 but ultimately result in a smaller total bill: $22,120,200.

But if board members pursue the “tailored” option, they would gradually increase how the renovations’ impact the tax rate through 2029 as the district retired previous debts.

Changing a school

Northern Wells school board members will hold two public hearings this month to discuss three proposed renovation packages, known as options A, B and C. Earlier, Superintendent Scott Mills presented the following points to board members to explain how the renovations would alter the school:

Option A — $14,980,000

Upgrade heating, ventilation and cooling to elevate the indoor air quality to compliance with the standards set by the Indiana Department of Health as well as improving individual room comfort levels and eliminating the excessive distractive noise.
Upgrades will include improvements to the energy & security management system to enhance comfort and energy conservation controls. Removal of existing rooftop air handlers will further reduce heat loss through poorly insulated housings.
Modernize ‘A’ Wing (and parts of B) to improve flexibility in the use of space for a variety of activities; to accommodate increased class sizes, and to enhance scheduling flexibility. Renovate the kitchen areas of food service to replace obsolete equipment and provide safer conditions for students and staff.
Enhancements will increase mobility for physically disabled students and teachers; reduce incidental noise transfer between adjacent rooms and corridors; ease student congestion in corridors; add power and digital capabilities, and reduce security concerns at exterior doors. Lighting and life safety will be improved to enhance energy efficiency and comply with current life safety regulations.
Improvements will reduce crowding at serving lines and eliminate unsafe conditions such as trying to get through this cue with a tray of hot food to restock the cart.
Concurrent with HVAC upgrades and classroom renovations, life safety improvements should be included for the safety of students, staff and visitors. Fire protection sprinklers and fire alarm upgrades will permit greater flexibility in classroom design while still complying with the Indiana Building Code and the National Fire Code. A building generator will maintain building climate, data communications and privacy protection during power outages.
Modernize the auditorium to replace obsolete and dangerous equipment. Upgrade the seating with new fixtures to facilitate compliance with Indiana Building Code. Upgrade sound and lighting systems to modern standards and to encourage additional use.
Renovate Performing Arts classrooms. Leveling the floor will improve student safety and permit larger groups to utilize the spaces. Acoustic improvements will support student health and enhance musical education. Under-utilized space will be renovated for practice and storage.

Option B — $17,953,000

Option B includes all work in option A
Manifold systems for expansion of geo-thermal heat/cool source and for expansion or fire protection sprinklers to remainder of building. Abate remaining asbestos insulation from building.
Upgrade lighting for energy efficiency and improved illumination. Add power and digital capabilities for current teaching methods.
Plumbing upgrades will include restroom renovation; sanitary waste piping replacement; water cooler replacement, and the replacement of hot water lines as well as the hot water storage unit. These upgrades will improve the sanitary conditions and restore the building to compliance with the Indiana Building Code.

Option C — $22,323,000

Upgrade heating, ventilation and cooling to elevate the indoor air quality to compliance with the standards set by the Indiana Department of Health as well as improving individual room comfort levels and eliminating the excessive distractive noise. Included in the upgrade are air handling units; variable air volume boxes; ducted returns, and energy and security controls. Add softener to hot water supply system to reduce maintenance and extend equipment life.
Brick replacement at Norwell Middle School will alleviate leaks and moisture penetration through the masonry and will allow for repair of rusted structural components.
Replacement of metal wall panels and windows at Norwell Middle School will alleviate leaks from degenerated seals and increase the insulating value of the walls.

Inspecting the inspection

Bluffton Common Council members are on track to revise the city's rental housing ordinance. The revised ordinance — which was passed by the council on its first reading on Tuesday, Jan. 10 — makes changes throughout the existing ordinance, but the revisions most significantly changes inspection language.

15.05.020 Inspection

Inspection Officers shall be appointed by the Mayor and are authorized and directed to make inspections to determine the condition of dwellings, dwelling units, rooming units and premises located within the City of Bluffton in order that they may perform their duties of safeguarding the health and safety of the occupants of the dwelling and the general public. An inspection of a Rental Building or Rental Unit may occur only when an Inspection Officer has a reasonable suspicion that a violation of this chapter is occurring at such Rental building or Rental Unit.

Whenever in this chapter it is provided that anything must be done to the approval of or subject to the direction of an Inspection Officer, or any other officer of the City of Bluffton, such authority shall be construed to give such officer only the discretion of determining whether the regulations and standards of this chapter have been complied with, and no provision shall be construed as giving any officer discretionary powers as to what such regulations or standards shall be, power to require conditions not prescribed by this chapter, or power to enforce the provisions of this chapter in an arbitrary or capricious manner.

If an Inspection Officer has reasonable suspicion that a Rental Unit or Rental Building is in violation of this Ordinance, the Inspection Officer shall notify the owner and those in possession of the Rental Building or Rental Unit of its intention to inspect the premises and shall make arrangements for entry and said inspection.

In the event the owner or those in possession of the Rental Building or Rental Unit refuse an inspection, the Inspection Officer may obtain an inspection warrant from any court of record in Wells County, Indiana in order to determine whether a violation of this ordinance is occurring.
The Court shall issue an inspection warrant subject to the following conditions:

The Inspection Officer must establish that there is probable cause for believing that a violation of this Ordinance is occurring that legally justifies the inspection;
An Affidavit establishing that one of the conditions set forth in the preceding paragraph must be signed under oath or affirmation by the Inspection Officer;
The Court must examine the Inspection Officer under oath or affirmation to verify the accuracy of the affidavit.

An inspection warrant is valid only if it:

Is signed by the judge of the court and bears the date and hour of its issuance above that signature, with notation that the warrant is valid for only forty-eight (48) hours after its issuance;
Describes (either directly or by reference to the affidavit) the Rental Building or Rental Unit where the inspection is to occur so that the executor of the warrant and owner or the possessor of the Rental Building or Rental Unit can reasonably determine what property the warrant authorizes an inspection of;
indicates the conditions, objects, activities, or circumstances that the inspection is intended to check or reveal; and
is attached to the affidavit required to be made in order to obtain the warrant.

An inspection warrant issued under this section is valid for only forty-eight (48) hours after its issuance, must be personally served upon the owner or possessor of the Rental Building or Rental Unit and must be returned within seventy-two (72) hours.

An Inspection Officer shall, prior to entry, positively identify himself or herself as a person authorized pursuant to this chapter to enter upon said premises.

At the time of each inspection, all pets must be controlled so that the Inspection Officer can move about the dwellings and surrounding property without interruption.

The owner or the person assigned to manage the Rental Unit shall be entitled to seventy-two (72) hours written notice from the Inspection Officer prior to conducting the inspection as set forth in the preceding section of this chapter.

This provision shall not be construed to limit or restrain the right of the Inspection Officer to make an inspection pursuant to any of the provisions of IC 36-7-9-1 et seq.

Every rental unit operated and maintained in the City shall be subject to inspection under provisions of this chapter. The inspection shall be made to ascertain that the facility conforms to all requirements of this chapter.

Every occupant of the rental unit shall give the owner thereof or his/her agent or employee access to any part of such dwelling or rental unit or its premises at all reasonable times for the purpose of making such repairs or alterations as are necessary to effect compliance with the provisions of this chapter.

The Inspection Officer shall issue to the owner of every inspected rental dwelling unit an inspection certificate as proof that the unit is in compliance with this chapter.

If an Inspection Officer finds that a rental unit fails to comply with any standard set forth in this chapter the Inspection Officer shall give notice of the violation to the owner and Occupant of the rental unit. The notice shall be in writing and shall describe the violation found. The notice shall be provided pursuant to the provisions of this chapter to:

The owner at the address as contained in the records of the Treasurer of Wells County, Indiana, and
The occupant of the rental unit at the address of the unit.

The person or persons responsible for correcting violations under this chapter shall correct such violations within thirty (30) days of:

Receipt of the notice described herein; or
The date the notice is returned to the Inspection Officer as undeliverable.

If an owner has fewer than ten Rental Buildings, not more than one can be required to be brought into compliance with standards as set forth in the chapter within any thirty (30) day period. If an owner has more than ten Rental Buildings, no more than two or ten percent of the Rental Buildings, whichever is greater, shall be required to be brought into compliance with standards set forth in this code within any thirty (30) day period. A Rental Building shall not be counted in the above limits after thirty (30) days from its first inspection.

Ted Ellis — according to those who know him

The Wells County Chamber of Commerce has named Bluffton Mayor Ted Ellis the Wells County Citizen of the Year for 2012. Though Ellis said he didn't expect the distinction and that others deserve it more, many of his acquaintances disagree.

Bob Bate, city court judge and former member of the Bluffton Common Council:
I'm happy to hear that Mayor Ted Ellis has been selected the Citizen of the Year. I believe Ted has been a very proactive mayor. Over the years, we haven't always agreed on various initiatives on City Council, but I believe we both respected each other despite our differences.

Whenever Ted would deliver a speech, I was amazed at his ability to tie his thoughts together with a quote from some famous person.

I know he cares for our community deeply and I offer my congratulations to him for his great accomplishments as our mayor.

Marge Ellis, wife:
I don’t like politics. So imagine my surprise when I fell in love with a politician! I had met Ted before he became mayor, though he was on the County Council. I was drawn in by his sense of humor and kind heart. As I spent more time with him, I discovered his integrity, loyalty, humility and deep faith.

Ted is not your garden-variety politician. He views public service as just that, being a “public servant.” He approaches his job as mayor as more of a calling than a career. I believe he strives to be a servant leader.

He’s pretty smart, he could have gone elsewhere and made a successful career. He chose to stay here, because he truly loves Bluffton.

Tami Runyon, Bluffton's clerk-treasurer:
Ted's primary concern is always Bluffton and what he can do to improve life for his family and our community. Dedicated and devoted, it is not uncommon for him to be at the office late in the evening and on weekends. He has helped keep tax rates the lowest in northeast Indiana and one of the lowest in the state, yet Bluffton has continued to see improvements and growth.

His perseverance and accomplishments are well known. Throughout the year I attend meetings both statewide and nationally, and so often when asked where I am from, usually the next question is “Isn’t that where Ted Ellis is from?”

Bluffton has grown and improved so much in the past 20 years, a growth that would not have happened without Ted, and I firmly believe that there is not a better representative for our city.

Jim Phillabaum, longtime member of the Bluffton Common Council:
It has been my pleasure to serve with Ted Ellis in local government for 16 years. During that time I have come to respect his passion for making Bluffton a better place to live and work. While some people might consider Ted to be a politician, the Ted I know is far from being a politician. I do not recall any decision he has made from a strictly political standpoint. Ted approaches the needs of Bluffton from the standpoint of what is best for the community and the people he serves.

Ted leads by example and is always open to the suggestions of the city employees and the other elected city officials. If he does not agree with an employee or official he takes the time to explain why.

Ted has become a government leader not only in his hometown but also in the nation and the world. The offices he holds in the National League of Cities and the international association United Cities and Local Governments exemplifies his intellectual and leadership abilities.

I want to personally congratulate Mayor Ellis for the recognition and award. The Wells County Chamber of Commerce is to be commended for selecting Ted for the award.

Ted is a joy to work with and has always been helpful anytime I have called for his opinion, especially four years ago when I first took office as the mayor of Decatur. He has also helped foster a solid relationship between our two communities and I am very grateful for
that.

Ted is very respected not only by his peers in northeast Indiana, but as well as across the state and nation.

Jill Ellis Baughan, the mayor's (much younger) sister:
The summer Ted turned 22, he enlisted me — his much younger sister — to drive his getaway car. He was running for auditor, and his goal was to shake hands with and introduce himself to every person in Wells County.

Since I was a newly licensed teenage driver, this little adventure was actually fun for me. But after a lot of hours on country roads, a lot of knocking on strangers’ doors, a lot of barking dogs and one unfortunate running-out-of-gas incident (my fault), I remember thinking, “This is an awful lot of trouble for a job that, let’s face it, isn’t gonna make him rich. I’d never want to invest all this effort in being a politician.”

Fast-forward 40-plus years (a long time, yes, but I am still his much younger sister). Now, as mayor of Bluffton, he has invested himself way beyond door-knocking and hand-shaking, doing things like inspiring the city to build a Rivergreenway, bringing City Hall back to life, and transforming the scenes of a disastrous flood into oases of peace and even fun.

He has also willingly sacrificed his personal reputation by riding in parades in manure spreaders, getting pies thrown in his face, hurling himself around in a moon walk, and dressing up like a duck.

Seriously, this is proof that the man will stop at nothing to serve the public.

It also explains his answer to me last year when we were talking about the hassles of being president, and I asked, “Why in the world do people want to run for public office? So many headaches … dealing with the stress of campaigning … somebody’s always unhappy … somebody’s always criticizing what you’re doing no matter what you’re doing …”

And he said this to me: “Most people don’t run for office because they like to campaign. They don’t run because they want to be politicians. They just run because they really believe they can make a difference.”

Ted is not, never has been and, I’m guessing, never will be a politician. He’s just a guy who really believes he can make a difference.

And obviously, he has.

This is why I say without reservation: There is no more deserving recipient of the 2012 Citizen of the Year award than Mayor Ted Ellis.

Mayor Ted Ellis is one of the most respected individuals in local government. He represents his community tirelessly, yet still makes advancing the profession of public service a top priority. Ted's history in local government spans nearly his entire career and he seems to never stop looking for new ways to serve.

Ted's service to IACT began almost immediately upon taking office as mayor of Bluffton in 1996. Ted participated on and chaired several key committees and eventually became IACT President in 2003. He remains a member of our board of directors and is still a critical participant in our advocacy and education programs.

Ted's talents were recognized nationally as he rose through the ranks at IACT. I was not surprised in the least that the National League of Cities chose Ted to be their current president. He is one of the most diplomatic, ethical and thoughtful municipal leaders I have ever known and I couldn't be happier for Ted's well deserved successes and recognition.

Who should control the calendar?

The Indiana Association of Public School Superintendents is asking Indiana citizens about school years, and so far, more than 2,600 people have taken the online survey, sharing their opinions on who should control the school year, how officials should spread out the school year and more.

Question 1: Many schools have a traditional school calendar while others elected to move to a balanced calendar. The traditional calendar features a long summer vacation with school starting in August or September and concluding in May or June after 180 student days. The balanced calendar reduces the long summer break and schedules the 180 student days throughout the school year. The balanced calendar has 180 student days but with more frequent breaks that limits long periods of instruction, as well as longer vacations. Do you prefer the traditional school calendar or the balanced calendar?

Question 2: The Indiana Legislature has proposed legislation in the past that would mandate school calendar start/end dates. Who should have the final say on the school calendar, your local school board or the state legislature?

Question 3: Schools are required to be in session 180 student days. Therefore, the start date affects the end date of the school year. When would you like for schools on a traditional schedule to start and end?

The animal shelter and the Friends of the Shelter are hoping to give the gift of a pet this Christmas season.

The male cats in the front room have all been neutered and are $10 each. Two are orange; one is black, and one is tiger and white. The $20 dogs are Sasha, a black Lab female who is 5 years old, and Dora, a black Shepherd/Collie female who is 6 years old.

There are three puppies who are 4 months old. They are Eskimo/Elkhound Collies. Available are two males, Max and Commanchee, and one female. They would be better with no small children, as they are very shy. Also, Peaches is a Dachshund mix female who is 3 years old.

As part of new state rules, the Bluffton-Harrison school board must vote on the following policy regarding vehicles idling. Learn more in the Tuesday, Dec. 13, News-Banner.

VEHICLE IDLING POLICY

This purpose of this policy is to eliminate all unnecessary idling by corporation school buses such that idling time is minimized in all aspects of school bus operation and to reduce vehicle exhaust that has the potential to be drawn into the building.

Vehicle exhaust from idling school buses can accumulate in and around the bus and pose a health risk to children, drivers and the community at large. Exposure to vehicle exhaust can cause lung damage and respiratory problems. Vehicle exhaust also exacerbates asthma and existing allergies, and long-term exposure may increase the risk of lung cancer. Idling buses waste fuel and financial resources of the school corporation.

This policy applies to the operation of every corporation-owned school bus and public and private vehicles on school grounds.

Public and Private Vehicles Idling Time
1. Drivers of all public and private vehicles are to turn off the engine if the vehicle is to be stopped more than 3 minutes in locations where vehicle exhaust may be drawn into the building or while on school grounds.

Corporation Vehicle Idling Time
1. When school bus drivers arrive at loading or unloading areas to drop off or pick up passengers, they should turn off their buses as soon as possible to eliminate idling time and reduce harmful emissions. The school bus should not be restarted until it is ready to depart and there is a clear path to exit the pick-up area.
2. School buses will not idle (on school grounds or off school grounds) for longer than five (5) minutes unless:

There are extreme weather conditions (meaning 30 degrees Fahrenheit or less) and the purpose is to warm the interior of the bus,
Longer idling time is necessary to facilitate the loading and unloading of students of special needs,
There are safety or emergency situations,
There are maintenance or mechanical inspection/repair issues requiring a longer time to facilitate the inspection/repair process, or
The bus is idling in traffic.

3. Buses should not idle while waiting for students during field trips, extracurricular activities or other events where students are transported off school grounds.
4. In colder weather, schools are directed to provide a space inside a facility where bus drivers who arrive early can wait.
5. Bus schedules should be revised so that school bus caravanning can be avoided and the cleanest buses assigned to the longest routes.

Bring Your Own Technology Policy

Definition of “Technology”
For purposes of BYOT, “Technology” means a privately owned wireless and/or portable electronic hand held equipment that includes, but is not limited to, existing and emerging mobile communication systems and smart technologies, portable internet devices, Personal Digital Assistants (PDAs), hand held entertainment systems or portable information technology systems that can be used for word processing, wireless Internet access, image capture/recording, sound recording and information transmitting/receiving/storing, etc.

Children’s Internet Protection Act (CIPA)
Bluffton-Harrison MSD is in compliance with the Children’s Internet Protection Act (CIPA) and has installed technology protection measures for all computers in the school corporation.

Internet
Only the internet gateway provided by the school may be accessed while on campus. Personal internet connective devices such as but not limited to cell phones / cell network adapters are not permitted to be used to access outside internet sources at any time.

Security and Damages
Responsibility to keep the device secure rests with the individual owner. The Bluffton-Harrison M.S.D., nor its staff or employees, is not liable for any device stolen or damages on campus. If a device is stolen or damaged, it will be handled through the administrative office similar to other personal artifacts that are impacted in similar situations. Bluffton-Harrison M.S.D. recommends that technology devices are labeled for identification purposes and hard protective cases are encouraged.

B.Y.O.T. BHMSD Student Agreement
The use of technology to provide educational material is not a necessity but a privilege. A student does not have the right to use his or her laptop, cell phone or other electronic device while at school. It is at the teacher’s discretion when and how technology is used in the classroom. When abused, privileges will be taken away. When respected, they will benefit the learning environment as a whole. Students and parents/guardians participating in B.Y.O.T. must adhere to the Student Code of Conduct, as well as all Board policies, particularly Internet Acceptable Use (Policy IIBGA) and Internet Safety (Policy IIBGA). Additionally, technology:

• Must be in silent mode while on school campuses and while riding school buses.
• May not be used to cheat on assignments or tests, or for non-instructional purposes (such as making personal phone calls and text/instant messaging).
• May not be used to record, transmit or post photographic images or video of a person, or persons on campus during school activities and/or hours.
• May only be used to access files on computer or internet sites which are relevant to the classroom curriculum.

Students acknowledge that:
• The school's network filters will be applied to one's connection to the internet and attempts will not be made to bypass them.
• Bringing on premises or infecting the network with a Virus, Trojan, or program designed to damage, alter, destroy, or provide access to unauthorized data or information is in violation of Policy IIBGA.
• Processing or accessing information on school property related to malicious activity, altering, or bypassing network security policies is in violation of Policy IIBGA.
• Given reasonable suspicion, the school district has the right to collect and examine any device that was knowingly or unknowingly (i.e. viruses) used inappropriately.
• A device that is found to have a virus cannot connect back to the network until approved by the BHMSD Technology Department.
• Printing from personal laptops will not be permitted at school. Personal technology is to be charged prior to the start of the student’s school day. Students need express permission from a BHMSD employee to charge a device while at school.

CEDIT funds distribution for 2011

Ossian Town Council member Josh Barkley and Wells County Economic Director Mike Row asked the county commissioners Monday for CEDIT funds to help with the industrial park's water main extension, but commissioners said most of the funds had already been allocated.

The following shows what funds were directed to in 2011.

Payment of $240,000 into the Courthouse Capital Improvement Fund for Courthouse renovation, which will be funded with a fractional amount of the certified distribution to the County from the County Economic Development Income Tax.
Payment of $10,000 for the removal of log jams, which will be funded with a fractional amount of the certified distribution to the County from the County Economic Development Income Tax.
Payment of $20,000 for document imaging, which will be funded with a fractional amount of the certified distribution to the County from the County Economic Development Income Tax.
Payment of $20,000 towards the County’s computer system for continuing upgrades with this amount being funded from a fractional amount of the certified distribution to the County from the County Economic Development Income Tax.
Payment of $85,000 into the Wells County Chamber of Commerce, with the same being funded by a fractional amount of the certified distribution to the County from the County Economic Development Income Tax.
Payment of $139,650 to Ziolkowski Construction for Courthouse masonry upgrades from a fractional amount of the certified distribution to the County from the County Economic Development Income Tax.
7. Payment of $408,000.00 to Wells County Highway Department for completion of Bridge 59 from a fractional amount of the certified distribution to the County from the County Economic Development Income Tax.
8. Payment of the balance of the CEDIT funds, or $458,800.00 into the Capital Development Fund, with the same being funded by a fractional amount of the certified distribution to the County from the County Economic Development Income Tax. Also any funds remaining after the above distribution.

We are looking for Hoosier school children to help decorate the large tree that will soon adorn the Indiana Statehouse rotunda.

First Lady Cheri Daniels is asking second-, third- and fifth-grade Hoosiers to create ornaments that fit the theme "Made in Indiana," depicting goods or products created in or associated with our great state.   

In order to have their ornaments placed on the tree, students must submit them by Monday, Dec. 5, to the following address:

Students should write their names and school names on the back of their ornaments. Other helpful guidelines include:

• Ornaments should not be larger than 8 inches;

• Ornaments should have a way to hang on the tree; and
• Ornaments will not be returned

The statistics behind the snow

Wells County received three inches of snow Tuesday, Nov. 29, the most the Fort Wayne area has received this early in the season since 1989. The National Weather Service also reported that from Peru north to Warsaw, seven to 10 inches fell.

The snow caused problems for the Indiana State Police, as indicated by the release sent:

Troopers from the Fort Wayne Post of the Indiana State Police had to contend with the driving behaviors of motorists while making their way through the onslaught of weather that Mother Nature threw their way yesterday.

In a 12-hour period from 2 pm on Tuesday until 2 am on Wednesday, troopers responded to and investigated a total of 16 vehicle crashes, of which nine involved personal injury. None of the nine were reported to have involved serious or life-threatening injuries. A total of 42 vehicle slide offs were also reported and responded to.

The Indiana State Police continues to advise motorists that the weather alone is not responsible for vehicle crashes or slide offs, it is the driving behavior exhibited by motorists that do. Beginning tomorrow, Dec. 1, motorists can visit INDOT’s Traffic Wise website at www.TrafficWise.in.gov or they can call toll free (800) 261-7623 for up-to-date statewide road and weather information.

Grading the graders

Earlier this year, state legislators passed a law changing how principals evaluate teachers, and after they passed the law, education officials distributed a model evaluation plan that schools could use as a guide.

On Monday, Bluffton-Harrison discussed publicly for the first time how they might evaluate teachers, using the guide as a template.

During this discussion, Bluffton High School Principal Steve Baker discussed different factors that will influence scores teachers will now receive and how those scores align with different categories teachers will now be assigned.

The following shows how a principal might derive a score for a teacher who teachers English (ELA) and social studies. It also shows what kind of category that score would result in. The graphic refers to "growth model data," which refers to how well her students on a standardized test compared to their performance from the previous school year. Black Friday has begun, and you can learn more about it in the Friday, Nov. 25, News-Banner, but as you try to survive today and prepare for "Cyber Monday," the Better Business Bureau offers the following shopping safety tips.

Cyber Monday, the Monday after Thanksgiving, has officially replaced Black Friday as the most popular day to shop for the holidays. Shopping online means avoiding the crowds, but it also opens up the buyer to attacks from scammers and hackers.

Every year, more people head online rather than to the mall to get their holiday shopping done. According to a preliminary shopping survey, conducted for the National Retail Federation by BIGresearch, up to 152 million people plan to shop Black Friday weekend (Friday, Saturday and Sunday), higher than the 138 million people who planned to do so last year. According to the survey, 74 million people say they will definitely hit the stores and another 77 million are waiting to see if the bargains are worth braving the cold and the crowds.

“You can’t beat shopping online for convenience, comfort and comparing prices,” said Katherine Hutt, BBB spokesperson. “But don’t let your guard down. Take the necessary precautions to avoid fraudulent websites, scammers and other Grinches who would just love to ruin your holidays.”

BBB recommends the following top 10 tips for shopping online this holiday season to help fight unscrupulous online retailers, scammers and hackers:

1. Protect your computer – A computer should always have the most recent updates installed for spam filters, anti-virus and anti-spyware software and a secure firewall.

2. Shop on trustworthy websites – Shoppers should start at www.bbb.org to check on the seller’s reputation and record for customer satisfaction. It’s a good idea to look for the BBB logo and other widely-recognized seals on retailer websites, but make sure they are real (some rogue sites plagiarize seals to look legitimate).

3. Protect your personal information – BBB recommends taking the time to read the site’s privacy policy and understand what personal information is being requested and how it will be used. If there isn’t one posted, take that as a red flag that personal information may be sold to others without permission.

4. Beware of deals that sound too good to be true – Offers on websites and in unsolicited e-mails can often sound too good to be true, especially extremely low prices on hard-to-get items. Consumers should always go with their instincts and not be afraid to pass up a “deal” that might cost them dearly in the end.

5. Beware of phishing – Legitimate businesses do not send e-mails claiming problems with an order or an account to lure the “buyer” into revealing financial information. If a consumer receives such an e-mail, BBB recommends picking up the phone and calling the contact number on the website where the purchase was made to confirm that there really is a problem with the transaction.

6. Confirm your online purchase is secure – Shoppers should always look in the address box for the “s” in https:// and in the lower-right corner for the “lock” symbol before paying. If there are any doubts about a site, BBB recommends right-clicking anywhere on the page and select “Properties.” This will let you see the real URL (website address) and the dialog box will reveal if the site is not encrypted.

7. Pay with a credit card – It’s best to use a credit card, because under federal law, you can dispute the charges if you don’t receive the item. Your also have dispute rights if there are unauthorized charges on your credit card, and many card issuers have “zero liability” policies under which the card holder pays nothing if someone steals the credit card number and uses it. If you are going to shop on classifieds web sites like Craigslist, never wire money and only buy locally where you can see the item before you hand over your money.

8. Keep documentation of your order - After completing the online order process, there may be a final confirmation page or the shopper might receive confirmation by e-mail – BBB recommends saving a copy of the web page and any e-mails for future reference and as a record of the purchase.

9. Check your credit card statements often – Don’t wait for paper statements; BBB recommends consumers check their credit card statements for suspicious activity by either calling credit card companies or by looking at statements online regularly.

10. Know your rights – Federal law requires that orders made by mail, phone or online be shipped by the date promised or, if no delivery time was stated, within 30 days. If the goods aren’t shipped on time, the shopper can cancel and demand a refund. There is no general three-day cancellation right, but consumers do have the right to reject merchandise if it’s defective or was misrepresented. Otherwise, it’s the company’s policies that determine if the shopper can cancel the purchase and receive a refund or credit.

Basic Eligibility Requirements and consideration factors for an Indiana State Trooper:

5. Applicants must possess a high school diploma or GED.

The Indiana State Police Department salary is competitive with the surrounding agencies. A recruit is paid $1,417.40 bi-weekly during the academy training. At the completion of academy training the starting salary is $38,444.00 a year. The Indiana State Police also offers an excellent health care plan, which includes medical, dental, vision and pharmacy coverage for both current and retired employees, along with their families. B-H board passes new staff-student relations policy

Members of the Bluffton-Harrison school board passed the following policy on second reading at their Monday, Nov. 14, meeting.

STAFF-STUDENT RELATIONS

All personnel or volunteers of Bluffton-Harrison M.S.D. shall maintain professional relationships with students which are conducive to an effective educational environment. Dating, romantic, and/or sexual relationships between students and school employees or volunteers are strictly prohibited. School employees or volunteers are to avoid even the appearance of maintaining an inappropriate relationship with a student. In addition, school employees and volunteers have a duty to report such inappropriate relationships that they have knowledge of to their immediate administrator. Individuals reporting inappropriate relationships will remain anonymous when legally permissible. Should the Bluffton-Harrison administration become aware of any questionable conduct on the part of an employee or volunteer with respect to a student, an investigation will be initiated. Appropriate action up to and including termination and reporting criminal activity to law enforcement authorities will be pursued. Exceptions to this policy will be at the discretion of the superintendent and the school board (e.g. student employee who is hired to work athletic events, student employee who is hired to clean facilities after athletic events, student employee who is hired to work in the childcare program, student volunteer as a tutor, etc.)

These are interesting times, aren’t they? Times when history is bending. Nowhere is this more evident than in our cities, towns and villages.

One summer day in 1891, Mayor Martin Walbert boarded a train car and set out on what would be the better part of a day’s journey out of town.

History was bending then, too.

As Martin left the city, he must have wondered what the future would hold for his community.

Abroad, the European economy was weak and already in a recession. The U.S. was less than two years from its deepest-ever depression.

At home, the public was clamoring for an end to the open ditch carrying human and animal waste along the south side of his city and into a major river. They demanded that new streets be constructed to replace the muddy ones, but their demands exceeded their ability to finance the repairs.

Martin’s successor would bluntly describe the city’s finances as follows: “The city treasurer files his final report, (showing)…the general fund overdrawn. This of course is occasioned by the extensive street improvements… and when we consider the extent of these improvements we are only surprised that the treasury is in as good condition as it now is.”

The citizenry was still restless over the immigrants – the Germans – who did not speak the language and yet, they said, took jobs away from the locals. And the Irish – who had their own brand of English – were reputed to drink, avoid work and take advantage of law-abiding citizens.
Then there was the crime problem.

In those days when communication was slow at best, horse thieves and swindlers found it easy to slither into the city, commit their criminal acts, and blow town. Maybe there was a shyster or two on this very train with the mayor.

In a rare quiet moment as the train tracks clacked beneath him, it is not difficult to know what Martin was feeling because we have all been in the same place: seemingly insurmountable problems; not enough money to fix them; and constituents demanding more than they are willing to pay for.

No doubt he sometimes questioned why he ran for office to begin with.

It was the need to share information with other mayors from other cities that took Martin out of town that day. Ten other mayors would join him in this first such meeting of mayors in the US – the very first recorded state league meeting.

Elsewhere in the United States, officials were seeking one another out for similar reasons. Soon, other state leagues began forming. In the 1920’s, his state league joined others to form a “league of state leagues” – which eventually became the National League of Cities.

Bluffton, Indiana, Mayor Martin Walbert could not have known how his train trip that day would take him to the genesis of an organization that would one day affect millions of Americans living in cities.

He could not have known that 120 years later, we would still be dealing with environmental, transportation, immigration and funding issues at the local level.

He did know, however, that his and other communities faced problems and opportunities that transcended city or state boundaries; and that sharing ideas and information was the best strategy for dealing with those issues.

They also knew that by speaking with one loud voice they could make things happen. (One of their first big lobbying successes was obtaining free use of the newfangled telephone service for police and city business, including league business.)

No doubt there was reluctance from his community to consider new approaches to persistent problems; but, for Martin Walbert, it was the difference between solution and stagnation.

Such is our challenge today. The world has changed significantly in the last 30 - 10 - even 5 years. And the very way we think about things is changing.

A century later, all of us find ourselves with challenges that are centered on some familiar themes.

For Martin, the problem was old: criminal behavior, with the escape of the criminal made easier by the advent of the railroad.

Whereas the conventional remedy would have been to run the criminal down on horseback, when they looked at the problem in a different way – not how do we catch him from behind, but how do we get ahead of him – the solution (the telephone!) became obvious.

The solution was a collaborative effort of city officials daring to think differently.

For example, the next time you visit a first-grade classroom, look around. Note how different it looks from when you were small enough to fit behind one of those little desks.

Those children are learning and processing information differently than their parents or grandparents. It is much more than the technology they use. It is that succeeding generations think differently than their predecessors.

These 6-year olds, like my grandchildren Curtis and Ella, have never heard a busy signal on a telephone. They speak a different language than Poppa. They don’t understand when I say something sounds like a broken record. They will never be told by a teacher: “If you don’t know how to spell a word, look it up in the dictionary.”

A few years ago, little Curtis picked up a cassette tape and thought it was a camera....but he can operate a smart phone better than most of us here.

These differences do not belong to the very young alone.

As the National League of Cities, we are called to prepare the next generation – and the next generation of elected officials – for the uncharted roads that lie before them.

How do we do it?

We do it by acknowledging who we are.

We are the nation’s oldest and largest organization of cities. And living in our cities are lots of people whom many still consider “young.”

In fact, the median age in the United States is 36. That means that half of the people whom we serve are younger than 36. The youngest of the baby-boomers is 47.

Many of the officials elected on Tuesday and most of our constituents process information in ways different from their parents.

If the National League of Cities is to remain the “go-to” authority on cities, we must – especially in these times – clearly understand what information our new generation needs and how best to deliver it.

We also must clearly decide where we are going.

Like Martin Walbert: not chasing solutions on horseback, but by using every resource at hand to look at our challenges in new ways.

Our focus must extend – not to the next election – but to the next generation.

All the while, we must remember that some challenges are immediate. With our eyes firmly fixed on the horizon, we need to keep our feet on the ground.

We are called to speak the truth to power in Washington and be a constant and determined advocate for all generations.

How we do that is best exemplified by another Bluffton, Indiana, boy.

About the same time and just blocks from the station where Martin Walbert boarded the train, Lewis Scott and his wife were starting a family.

They named their baby boy Lewis Everett Scott, after his father, but they called him “Everett.”
As a kid growing up, Everett just wanted to play baseball.

When the scrawny kid graduated from high school in 1909, the Red Sox and later the Yankees took a chance on him.

It was an era when players regularly sharpened the spikes on their shoes and were not afraid to use them to cut into the legs of middle infielders when sliding into a base.

Over his career, Everett endured the punishment of playing with injury. He played shortstop well, however. And he was there every day – even when his legs bore deep cuts and once when an eye injury almost rendered him blind.

He was there – contributing to the team’s work for a record 1,307 consecutive games that included 27 World Series games.

That record would only be broken by Lou Gehrig and then by Cal Ripken, Jr. Everett Scott still holds the third spot on the all-time list of consecutive games played.

Many days, Everett must have limped onto the field wondering why he played a game where the next batter could hit a line drive speeding toward your head or where base runners with sharpened spikes came at you trying to take you out of the game and where you’re expected to shake it all off and be ready for the next play.

Not one of us needs reminding that the coming year will be filled with lots of posturing and rhetoric on the federal level during the Presidential election.

Even while campaign rhetoric rages, we need to remind our federal officials that there is serious work to be done, so that we can begin to bring prosperity back to our cities and the people we are called to serve.

Most of us in public life will find ourselves in the midst of campaign hysteria in 2012. When it gets crazy out there, we need to go to the refrigerator and read the instructions on the jar of mayonnaise: “Keep Cool - Do Not Freeze.”

But keeping our cool does not mean we won’t bear down.

The National League of Cities is staffed by great and talented people who give it their best every day to gather knowledge and information about today’s challenges.

But when baseball games are to be won, you don’t send the team trainer up to bat. You don’t ask the equipment manager to pinch-run or the third-base coach to play third base.

You see, it’s staff’s job to provide us with all the tools and information, but it’s up to us – one "at bat" at a time — because:

We know how to take a high hard line drive and still throw the runner out.
We know what it’s like to have someone come at you spikes up, sometimes cutting into your person, and still be ready for the next play.
We know what it’s like to lace up your shoes and run onto the field even when you’re injured and don’t feel like playing.

One more thing, Babe Ruth and Everett Scott roomed together for five years on the road. It mattered little how many home runs Babe Ruth hit in a game unless Everett Scott was in the infield, throwing opposing runners out one by one, day in and day out.

When other elected officials need us for ideas, experience, or support, we must be there. When members of Congress need to hear that phone call or contact from home, we must be there, even when we would rather have spent the few minutes in a quiet corner.

We spoke about that first-grade classroom that looks very different today than it did decades ago; however, there is one thing that is the same: The wide-eyed expressions of wonder and hope on the faces of the six-year-olds sitting there.

And who - in what will seem like an instant – will be leading the cities and towns that we hold so dearly.

We owe them cities, towns and villages of opportunity, leadership and good governance.

We will do it – not with our Babe Ruth-style home runs, but with our Everett Scott-style tenacity.
Robert Kennedy reminded us that: “Few will have the greatness to bend history itself; but each of us can work to change a small portion of events and in the total of all those acts will be written the history of this generation.”

County officials and the company Wind Capital Group took one step closer to bringing wind energy to Wells. To learn more about what officials still need to do, see the Tuesday, Nov. 8, News-Banner. To learn more about wind energy, read through the following, as taken by Wind Capital Group's website.

What is wind energy?
Wind energy is a converted form of solar energy. The sun’s radiation heats different parts of the earth at different rates - most notably during the day and night, but also when different surfaces (for example, water and land) absorb or reflect heat at different rates. This, in turn, causes portions of the atmosphere to warm differently. Hot air rises, reducing the atmospheric pressure at the earth’s surface, and cooler air is drawn in to replace it. The result is wind. Air has mass, and when it is in motion, it contains the energy of that motion (“kinetic energy”). Some portion of that energy can be converted into other forms of mechanical force or electricity that we can use to perform work.

What is a wind turbine and how does it work?

A wind energy system transforms the kinetic energy of the wind into mechanical or electrical energy that can be harnessed for practical use. Wind electric turbines generate electricity for homes and businesses and for sale to utilities.

Turbine subsystems include:
• a rotor, or blades, which converts the wind’s energy into rotational shaft energy
• a nacelle (enclosure) containing a drive train, usually including a gearbox* and a generator
• a tower to support the rotor and drive train
• electronic equipment such as controls, electrical cables, ground-support equipment, and interconnection equipment

* Some turbines do not require a gearbox.

The electricity generated by a utility scale wind turbine is normally collected and fed into utility power lines, where it is mixed with electricity from other power plants and delivered to utility customers.

How big is a wind turbine?

Utility-scale wind turbines for land-based wind farms come in various sizes, with rotor diameters ranging from about 50 meters (164 feet) to about 120 meters (394 feet), and with towers of roughly the same size. A wind turbine that Wind Capital Group might use at this time has a total height from the tower base to the tip of the blade of approximately 400 feet.

What are wind turbines made of?
The towers are mostly tubular and made of steel. The blades are made of fiberglass reinforced polyester or wood-epoxy.

How much electricity can one wind turbine generate?
The output of a wind turbine depends on the turbine’s size and the wind’s speed through the rotor. Wind turbines being manufactured now have power ratings ranging from 250 watts to 5 megawatts (MW). Wind Capital Group typically uses 1.5 MW to 2.5 MW turbines. The ability to generate electricity is measured in watts. Watts are very small units, so the terms kilowatt (kW, 1,000 watts), megawatt (MW, 1 million watts) and gigawatt (pronounced “jig-a-watt,” GW, 1 billion watts) are most commonly used to describe the capacity of generating units like wind turbines or other power plants.Electricity production and consumption are most commonly measured in kilowatt-hours (kWh). A kilowatt-hour means one kilowatt (1,000 watts) of electricity produced or consumed for one hour. One 50-watt light bulb left on for 20 hours consumes one kilowatt-hour of electricity (50 watts x 20 hours = 1,000 watt-hours = 1 kilowatt-hour).

How big are wind farm projects?

Wind farms can range in size from a few megawatts to hundreds of megawatts in capacity, from one turbine to as large as 400 or more turbines. Wind Capital Group typically focuses on utility scale projects that are 50 MW or greater. Generally, this translates to 20 or more turbines, depending on the turbines used

What kind of schools receive vouchers?

The Indiana Department of Education recently released how many students used vouchers, allowed after legislators passed a law this year, to help pay for tuition to attend private schools.

Five students from Wells County used the vouchers this year, though data was not available showing where they went.

However, they had to attend a private school that qualified to receive students with vouchers. The state has a list of requirements schools must meet to qualify. Some of those are listed below; for a complete list of the requirements, click here.

The following comes from the Department of Education:

1) What are the basic conditions/requirements if my school is considering participation in the Choice Scholarship Program?

To be approved as an “eligible school,” the school must meet seven basic conditions:

Be located in Indiana;
Require an eligible student to pay tuition or transfer tuition to attend;
Voluntarily agree to enroll the eligible student;
Be accredited by either the State Board or a national or regional accreditation agency that is recognized by the State Board;
Administer the Indiana Statewide Testing for Educational Progress (ISTEP) program (for a high school, administer End-of-Course Assessments) to all students at the testing grade levels;
Not be a charter school or the school corporation in which an eligible individual has legal settlement under IC 20-26-11; and
Submit to the department data required for A-F grading (see question 28 below for more information about how schools are graded)

19) Does my school need to remove its religion classes and/or religious affiliation to qualify?

No. The legislation is clear that the department may not use its implementation authority for the Choice Scholarship program to regulate or interfere with the religious mission of nonpublic schools.

21) What if we admit a student, receive the state payment, and determine later in the year that we must expel the student for academic, disciplinary or other reasons?

The department will not interfere with your ability to run your school. However, you must notify the department immediately if a student does not finish the school year. The school‟s receipt of Choice Scholarship funding for the expelled student will be affected, depending on when the expulsion occurs.

28) What data will schools provide to the department for A-F ratings?

The data used for A-F will include the following:

ISTEP scores (these scores will be considered both for student growth and student achievement)
End-of-course test scores in Algebra 1, English 10 and Biology 1
Graduation rates
Student-level Advanced Placement scores; (this will require a signature on a standard waiver form that authorizes College Board to release this data to the department)
Dual credits awarded
Industry certifications for Career and Technical Education programs/pathways (provided to the Department of Education via the Indiana Department of Workforce Development)
While not an explicit part of the A-F ratings, students who do not already have a state-issued Student Test Number (STN) must be assigned one as part of the Choice Scholarship program. The STN helps the state protect against duplicate state payments (both to public and nonpublic schools), improves test security, and allows tracking of student performance over time. Personally-identifiable information is used only to ensure that individual students do not have multiple STNs, and the process itself improves protection of privacy

37) Will my school be bound by the new teacher evaluation requirements? What exactly will that entail?

Yes, albeit not to the extent required of public schools under Senate Enrolled Act 1. Note also that this requirement takes effect for the 2012-2013 school year, and the requirements apply regardless of whether the student receives a tax credit scholarship, a Choice Scholarship, or both. The state budget legislation (House Enrolled Act 1001) includes the language making IC 20-28-11.5-4(a) and (b) in Senate Enrolled Act 1 apply to Choice Scholarship and tax credit scholarship schools. These schools will be required to conduct annual performance evaluations of all individuals providing instruction to students, including principals. Participating schools are free to use the model evaluation tool being developed by the department and the State Board, the system for Teacher and Student Advancement (i.e. the TAP model), or the Peer Assistance & Review model. They may also develop their own local evaluation, and/or utilize master teachers in their building to conduct the evaluation. The department will include an assurance on the Choice Scholarship school application form (to the department) that this requirement will be fulfilled.

Full-service license braches open for expanded hours

Normally closed on Mondays, full-service license branches will be open from 8:30 a.m. to 8 p.m. on Monday, Nov. 7, and 6 a.m. to 6 p.m. on Tuesday, Nov. 8, so that residents will have more time to obtain a photo ID needed to cast a ballot.

Branches will only process ID cards and drivers licenses on those two days.

To obtain state IDs free of charge, residents who don't already have driver's licenses must state they need free ID cards for voting purposes and provide proper documents proving identity, U.S. citizenship, Indiana residency and a Social Security number. Proper documents accepted by the BMV for the purposes of securing a state ID card or driver's license may include:

Birth certificate or passport (one needed to prove identity, citizenship);
Voter registration card, postal service change of address confirmation, paystub or bill (two needed to prove residency); and
Social Security card or W-2 form (one needed to prove Social Security number).
Indiana law requires all residents to present government-issued photo IDs before casting a ballot. Polls will be open Tuesday from 6 a.m. to 6 p.m.

Keeping your car safe

The Bluffton Police log has recorded several incidents of vehicle break-ins over the past few days. The News-Banner has scoured the web to find online tips to help prevent your car from becoming a target.

Choose your parking spot carefully. Always try to park in a busy, well-lit area where your car is easily seen from the store or restaurant. Try to avoid parking between two larger vehicles; up against bushes, dumpsters or fences; or in remote areas where thieves don’t run the risk of getting caught.
Anything in clear view gives the thief a certain payoff for breaking in. That’s why you should hide all of your electronics, shopping bags and valuables under the seats or lock them in the trunk, or take them into the store.
Lock the doors and roll up the windows. Even if you’re just running into the store for a minute to pay for gas or pick up your pizza, you should always roll up the windows and lock the door. (If you like to take your dog for rides, have an extra key made. That way, you can roll up the windows and keep the air conditioning on for your pup while you run into the store with your second key.)
Don’t store your home address in your GPS. Some drivers have had their GPS units stolen, their home addresses have been identified and then the thieves have gone and cleaned out the houses as well. That’s why you should instead store the address of a nearby intersection or even your neighborhood grocery store under “Home.” Better yet, take your hand-held GPS device with you instead of leaving it in the car.
Install a car alarm. If your car starts beeping and wailing as soon as a thief tries to break into it, they won’t stick around for very long. Many car alarm systems also come with a “panic button” for your key fob—which could come in handy if a suspicious stranger approaches you while you’re entering your car.
Up to a quarter of vehicle thefts are from unlocked cars, according to some law enforcement agencies. Simply locking the doors will deter those who might just be cruising the neighborhood looking around for an easy target.
Almost any worthless personal item that's visible from the outside — even an empty shopping bag — could be seen as a valuable or a carrier of valuables. If you have a wagon or SUV that leaves your cargo area on display, consider emptying it, or getting a cover to keep valuables or other belongings out of sight.
Don't leave any bait out for thieves; stow your electronics and accessories well out of sight-or better yet, remove it overnight. The evidence alone might be enough to pique the interest of thieves, so hide that too, including power plugs, telltale iPod adapters, or navigation system windshield suction-cup mounts, and even put the cigarette lighter back in place.
Get to know your neighbors and their cars, and keep a sharp lookout for strangers or suspicious activity. If you spot a strange vehicle cruising your street slowly, try to get a tag number and call the police. If you look out for your neighbors, they can do the same for you.
Completely close windows and sunroofs, not just because thieves might reach in through the gap and open your locks with a coat hanger. Open windows will disable the pressure sensor in some car alarms, leaving the vehicle more vulnerable to break-in and potentially giving thieves more time before the alarm sounds.
Thefts of car audio components are on the decline, but having an aftermarket system still makes a car more attractive to thieves thinking of breaking in. There's no black market to speak of for factory stereos, and they've become much better sounding in recent years.
A significant portion of vehicles are broken into with the intent of stealing the vehicle itself, so combining several visible simple, inexpensive physical theft deterrents like steering wheel locks (The Club), steering column collars, or brake pedal locks may discourage the would-be thief from breaking in and trying.
The National Insurance Crime Bureau recommends layering defenses; layers include warning devices such as alarms, wheel etching, or decals; immobilizers; and even tracking systems (LoJack is one).

A healthy appetite

During the Wells County Health Fair at Lancaster Central Elementary School, Robin Lipp from River Terrace shared two healthy recipes:

Pumpkin Mousse:

1 (15 oz.) can of pumpkin
1 small sugar-free instant vanilla pudding, dry
1 tsp. cinnamon
1/2 tsp. nutmeg
1 cup Cool Whip Lite
Mix all ingredients well, except Cool Whip. Fold Cool Whip in last. Chill at least two hours before serving.

Taco Soup

1 (48 oz) jar Great Northern Bean
1 can corn or Mexican corn (spicy)
2 cups water
1 large can (quart) diced tomatoes
1 pkg. Hidden Valley ranch dressing, dry
1 pkg. taco seasoning
Mix all ingredients well. Simmer for one hour or place in slow cooker for two hours. To make a complete meal, add chicken or ground beef.

Halloween may be a fun holiday for children, but for parents the holiday can be a little tricky. To help parents and children have a safe and enjoyable Halloween, the Indiana State Police offers the following safety tips.

The Costume

Keep costumes short to prevent trips and falls.
Try make-up instead of a mask. Masks often obstruct a child's vision, which makes tasks like crossing the street and going up and down stairs dangerous.
Make sure children wear light colors or put reflective tape on their costumes.

Trick or Treating

Make sure older children trick-or-treat with friends. Together, map out a safe route so parents know where they will be.
Instruct children to stop only at familiar homes where the outside lights are on.
Encourage children to trick-or-treat while it is still light out. If children are out after dark, make sure they have flashlights and travel on well-lighted streets.
Remind children not to enter the homes or cars of strangers.
Follow your communities trick-or-treating hours.

Treats

Remind children not to eat any of their treats until they get home.
Check all treats at home in a well-lighted place.
Only eat unopened candies and other treats that are in original wrappers. Remember to inspect fruits for anything suspicious.

Additionally, many communities, schools and churches offer children safe alternatives to trick-or-treating designed to keep children safely within parents' view. Some hospitals and schools allow children to trick-or-treat by going from room to room virtually eliminating the dangers associated with being out walking on the street after dark.

A downtown to remember

Representatives from a consulting firm specializing in revitalizing downtowns met with the public last night to discuss how to revitalize downtown Bluffton — again. You can learn more about the discussion in the Tuesday, Oct. 18, News-Banner. However, the following are highlights from the firm's study of downtown Bluffton from 2002. An entire copy of the plan is available for review through the mayor's office.

"During the course of developing the Downtown Action Agenda contained in this document, the public expressed a strong desire to build on (the current downtown's strengths) in order to create the following type of Downtown."

One that has products and attractions not found elsewhere, as well as specialty businesses and more retail — making it a destination.
A unique Downtown that is family-oriented, can attract more customers, and "has our own niche."
A Downtown that builds on its existing businesses and attractions to reclaim its image as the Parlor City — meaning that it is beautiful, comfortable, and friendly.

"Residents and business owners were asked to rate a list of possible Downtown improvements as being "very important," "somewhat important," or "not important" at this time. Seven improvements were rated "very important."

Freedom through words

Two students from Kingdom Academy recently earned tickets to hear Laura Bush's speech in Indiana on Thursday, Oct. 6. To receive the tickets, they had to write essays detailing the connection between literacy and freedom. You can learn more in Saturday, Oct. 15, News-Banner, and you can read their essays here.

The Merriam-Webster Dictionary defines literacy as the quality of being literate, or able to read and write. Literacy, however, is much more than that. It opens to you the door to the world, a world full of opportunities all at your fingertips, waiting only for you to reach out and seize them. It commandeers your ship on the journey to achievement and success. It opens your eyes to everything around you and causes you to develop awareness. And, ultimately, it leads to freedom — a freedom from the bonds of ignorance and a freedom that allows you to stretch yourself to the farthest reaches that you once thought never possible.

Literacy is driving down the road and subconsciously reading the road signs as they speed by simply because your brain possesses the ability to do so. It is opening the newspaper and spotting a job opportunity which becomes the career of your dreams. It is opening a book and unlocking the swirling and mesmerizing array that is a character's actions, thoughts, dreams, motivations, hopes, sorrows, and victories. It is looking at a page of writing and seeing, not a muddled display of scratches and dots that seem to make no rational sense, but a sensible organized group of words and symbols that collaborate together to form balanced thoughts and ideas. It is, in a sense, being able to realize and unlock your true potential, giving you the power to utilize it to the full extent of your capacity. It is freedom.

Yet, sadly, there is an innumerable amount of people who do not hold the simple yet remarkable capability which you and I so often take for granted. So much potential is being wasted, owning to the simple fact that illiteracy is present. It rears its ugly head, distinguishing the light in so many eager and awaiting eyes, imprisoning countless in the shackles of helpless ignorance, and stealing away from them forever an untold amount of opportunities which could otherwise transform their lives.

The lack of knowledge and opportunity caused by illiteracy is a heavy chain holding down potential that is bursting at the seams, and literacy is the key to unlocking that chain. Laura Bush once said, "The power of a book lies in its power to turn a solitary act into a shared vision. As long as we have books, we are not alone." To unlock that power, however, we must first be able to read that book. Those who possess the ability to read and write many times do not know the immense gift they hold in their hand. We must realize and be grateful for the precious endowment that has been bestowed on us, and we must also do our part to endeavor to pass on this gift to others who are in want of it and to help set them free.

Everyone has a dream. From the little child playing make-believe, to the elderly man sitting on his rocking chair. How do people live there dream? I think most people would agree that it takes determination, courage, and a strong will. However, you also need to have the capability to do it. You can't become an Olympic swimmer if you can't swim; and you can't become a famous singer if you've never had a voice lesson. You need education. Education gives you freedom to live your dream, and future dreams to come. Without education, your dreams stay just dreams, and may never be fulfilled.

Thomas Edison once said, "If we did the things we are capable of, we would astound ourselves." Everyone is capable of some sort of education. And with that capacity, people would truly "astound" themselves on what all they could accomplish. With education, people can meet their full potential; they can have a high assurance of their abilities. Suddenly, they may not only see what they have to do, but what they can do. They can dream to be anything they want to be. True, they need to have the will power to complete their dream, but with education, they can have the capability. A dream can become more than a dream, it can become real.

Imagine wanting to become a famous soccer player. You can be determined to become a soccer player. You can have courage to try out for the team. However, if you never learn the rules of the game, and never practiced; you would never become a famous soccer player. You have to learn at some point, you have to educate yourself, in this case in soccer. Now think of any other dream. There is something you have to learn in it. Education is important, because it is needed in life. Without a basic education, for example being able to read, it is next to impossible to be able to learn about your dream. So it is impossible to complete that dream. Education is not needed to dream a dream, but it is needed to live it.

Being educated does not only allow you to fulfill your dream, but the dream of future generations. A child's biggest role model in their life is their parent. In fact, when asked 100 teens, aging from 12 to 18, who their greatest role model was; 67.7 percent believe parents are the most important role models. (familybasedyouthministry.org) So if there is a parent who is uneducated, their kids might not think education is important, so they might not become educated. This could lead to them not following their dreams either, simply because they don't have the capability to. However, if a parent is educated and is following their dreams, a child will see this, and may follow their example. So, being educated effects more than just this current generation, but generations to come.

Everyone has a dream, but not everyone can complete it. It takes more than determination and courage; it takes capability. Being educated can help people live their dream, and can help future generations live their dreams by them seeing good role models. Dreams don't have to be something people just fantasize about. With education, they can become reality.
