A repaving project on Ind. 1 between Bluffton and Ossian has occasionally slowed traffic to a crawl. A downtown redevelopment project and work on buried sewer lines in Ossian hasn't helped the problem as drivers try to navigate their way from the northern portion of Wells County to the south, and back again.
